Census 2027: बड़ी खबर, 1 दिसंबर से चार राज्यों में Population Counting

भारत में Census 2027 को लेकर एक महत्वपूर्ण बदलाव किया गया है। केंद्र सरकार ने अगले साल होने वाले Assembly Elections को देखते हुए Goa, Uttar Pradesh, Punjab और Uttarakhand के कुछ क्षेत्रों में Population Enumeration की तारीख को आगे बढ़ा दिया है।

इन राज्यों में Census 2027 का Population Enumeration phase अब 1 December 2026 से शुरू होकर 4 January 2027 तक चलेगा। इसके बाद 5 January से 9 January 2027 तक revisional round किया जाएगा।

Census 2027 क्या है?

Census यानी जनगणना भारत की आबादी से संबंधित demographic, social और socio-economic information एकत्र करने की राष्ट्रीय प्रक्रिया है। इसमें देश के households और individuals से संबंधित महत्वपूर्ण जानकारी collect की जाती है।

Census 2027 भारत की 16वीं Census और Independence के बाद 8वीं Census होगी। इस Census को digital technology, mobile-based data collection और self-enumeration जैसी नई सुविधाओं के साथ आयोजित किया जा रहा है।

1 December 2026 से किन राज्यों में Census होगी?

• Uttar Pradesh
• Punjab
• Goa
• Uttarakhand के non-snow-bound areas

Uttarakhand के snow-bound areas इस schedule से अलग हैं क्योंकि वहां मौसम की स्थिति के कारण Census operations का अलग schedule लागू किया गया है।

UP Census 2027 कब शुरू होगी?

उत्तर प्रदेश में Population Enumeration 1 December 2026 से 4 January 2027 तक की जाएगी। इसके बाद 5 January से 9 January 2027 तक revisional round होगा।

उत्तर प्रदेश में Census schedule को आगे करने का एक प्रमुख कारण 2027 में होने वाले Assembly Elections से पहले Census exercise को पूरा करना है।

Punjab Census 2027 Date

Punjab में भी Population Enumeration 1 December 2026 से 4 January 2027 तक होगी। इसके बाद 5 January से 9 January 2027 तक revisional round रखा गया है।

Goa Census 2027 Date

Goa में भी Census 2027 Population Enumeration का काम 1 December 2026 से 4 January 2027 के बीच किया जाएगा। Revisional round 5 January से 9 January 2027 तक होगा।

Uttarakhand Census 2027 Date

Uttarakhand में स्थिति थोड़ी अलग है। Non-snow-bound areas में Population Enumeration 1 December 2026 से 4 January 2027 तक होगी। Snow-bound areas के लिए अलग Census schedule लागू है।

Self Enumeration क्या है?

Census 2027 में पहली बार citizens को Self-Enumeration की सुविधा दी जा रही है। इसका मतलब है कि eligible household अपने घर से online Census information भर सकता है।

चार राज्यों के इस advanced Population Enumeration schedule के लिए Self-Enumeration की सुविधा 16 November 2026 से 30 November 2026 तक उपलब्ध रहेगी।

Self-Enumeration complete करने के बाद एक Self-Enumeration ID generate होती है। Field visit के दौरान यह information enumerator द्वारा verify/confirm की जाएगी।

Self Enumeration Portal क्या है?

Census 2027 के लिए Government ने dedicated Self-Enumeration portal उपलब्ध कराया है। Portal का official address है:

Self-enumeration optional सुविधा है। जिन लोगों को online self-enumeration नहीं करना है, उनके घर पर normal field enumeration के दौरान enumerator information collect करेगा।

Census 2027 में कितने Questions होंगे?

Population Enumeration phase के लिए Government ने 40 questions वाला questionnaire notify किया है। इसमें demographic, social, educational, economic, migration, fertility और identification-related information शामिल है।

Census 2011 के questionnaire की तुलना में इस बार कई नए data fields जोड़े गए हैं।

Census 2027 में कौन-कौन सी जानकारी पूछी जाएगी?

Population Enumeration में व्यक्ति और household से संबंधित कई प्रकार की जानकारी ली जाएगी, जैसे:

• व्यक्ति का नाम
• परिवार के मुखिया से संबंध
• लिंग
• जन्म तिथि और उम्र
• वैवाहिक स्थिति
• विवाह की आयु
• धर्म
• Scheduled Caste/Scheduled Tribe/Caste से संबंधित जानकारी
• मातृभाषा
• शिक्षा
• डिजिटल साक्षरता
• आर्थिक गतिविधि/काम से संबंधित जानकारी
• Migration से संबंधित जानकारी
• महिलाओं से संबंधित fertility information
• पिता और माता से संबंधित कुछ particulars

क्या Census 2027 में Caste Census होगी?

हाँ। Census 2027 की सबसे महत्वपूर्ण विशेषताओं में से एक comprehensive caste enumeration है। Cabinet Committee on Political Affairs ने 30 April 2025 को आगामी Census में caste enumeration शामिल करने का निर्णय लिया था।

Caste information Census के दूसरे चरण यानी Population Enumeration में collect की जाएगी।

Census में Caste का कौन सा Question है?

Notified Population Enumeration questionnaire में Question Number 10 Scheduled Caste (SC), Scheduled Tribe (ST) और Caste से संबंधित है।

इसका उद्देश्य केवल SC/ST की जानकारी तक सीमित नहीं है। Census 2027 में comprehensive caste enumeration की व्यवस्था की गई है।

इसलिए लोगों के बीच चल रहा “Caste Census 2027” search term इसी Population Enumeration phase से जुड़ा हुआ है।

क्या OBC की भी गणना होगी?

Census 2027 में comprehensive caste enumeration शामिल की गई है। Questionnaire में SC/ST/Caste से संबंधित information मांगी गई है। हालांकि questionnaire में “OBC” को अलग standalone question के रूप में लिखे जाने की बात को अलग से समझना जरूरी है। इसलिए किसी व्यक्ति को अपनी caste information official questionnaire में पूछे गए तरीके के अनुसार ही देनी चाहिए।

क्या यह भारत की पहली Digital Census है?

हाँ। Census 2027 को India की पहली digital Census के रूप में तैयार किया जा रहा है। Data collection के लिए mobile applications और digital systems का इस्तेमाल किया जाएगा।

Government ने Census Management & Monitoring System यानी CMMS Portal भी विकसित किया है, जिससे Census operations को monitor किया जा सकेगा।

Census 2027 में Mobile App का इस्तेमाल क्यों होगा?

Enumerators paper forms की जगह designated Census mobile applications के माध्यम से information collect करेंगे। इससे data entry, transmission और monitoring को digital तरीके से manage किया जा सकेगा।

Government के अनुसार Houselisting और Population Enumeration के लिए अलग digital applications और monitoring infrastructure तैयार किया गया है।

क्या Census में Aadhaar जरूरी है?

Population Enumeration questionnaire में Aadhaar सहित कुछ identification details के बारे में information मांगी गई है, जहां applicable हो। इसका मतलब यह नहीं है कि Census एक सामान्य government scheme की तरह Aadhaar authentication process है।

Census का मुख्य उद्देश्य population और households से संबंधित statistical information collect करना है। Enumerator द्वारा पूछी गई information Census questionnaire के अनुसार ही दें।

क्या Census में Bank Account पूछा जाएगा?

Notified Population Enumeration questionnaire में household/person से संबंधित bank account information का field शामिल है। लेकिन नागरिकों को Census के नाम पर अपना ATM PIN, UPI PIN, OTP या bank password किसी व्यक्ति को नहीं देना चाहिए।

Census Enumerator घर पर कब आएगा?

UP, Punjab, Goa और Uttarakhand के applicable non-snow-bound areas में house-to-house Population Enumeration 1 December 2026 से 4 January 2027 तक निर्धारित है।

स्थानीय level पर field visits की exact timing और household-wise visit schedule Census authorities द्वारा निर्धारित किया जा सकता है।

क्या Enumerator को घर में आने देना जरूरी है?

Census एक statutory national exercise है और authorised Census enumerators households से notified information collect करते हैं। यदि कोई व्यक्ति Census official होने का दावा करता है तो उसकी identity/authorisation को verify करना उचित है।

किसी भी अनधिकृत व्यक्ति को OTP, UPI PIN, ATM PIN, internet banking password या अन्य confidential financial credentials बिल्कुल न दें।

क्या Census 2027 में Self Enumeration Mandatory है?

नहीं। Self-Enumeration एक optional सुविधा है। यदि कोई व्यक्ति online self-enumeration नहीं करता है तो authorised enumerator house-to-house enumeration के दौरान information collect करेगा।

Census 2027 का Reference Date क्या है?

Goa, Uttar Pradesh, Punjab और Uttarakhand के non-snow-bound areas के लिए reference date 00:00 hours of 5 January 2027 है।

Snow-bound non-synchronous areas के लिए अलग reference date और schedule लागू है।

बाकी भारत में Census कब होगी?

Census 2027 का सामान्य Population Enumeration schedule February 2027 के लिए निर्धारित किया गया है। कुछ snow-bound/non-synchronous areas के लिए अलग schedule है। इसलिए हर राज्य में 1 December 2026 से population counting शुरू होगी, ऐसा समझना सही नहीं है।

Census 2027 के दो Phases कौन से हैं?

Phase 1 – House Listing & Housing Census

पहले चरण में households, houses, housing conditions, amenities और household assets से संबंधित information collect की जाती है। यह phase April से September 2026 के बीच States/UTs की सुविधा के अनुसार 30-day period में आयोजित किया गया/जा रहा है।

Phase 2 – Population Enumeration

दूसरे चरण में प्रत्येक व्यक्ति की demographic और socio-economic information collect की जाती है। इसी phase में Census 2027 की comprehensive caste enumeration भी शामिल है।

क्या Census 2027 में Religion भी पूछा जाएगा?

हाँ। Population Enumeration questionnaire में religion से संबंधित information भी शामिल है।

Religion, education, age, marital status, caste, language, economic activity, migration आदि demographic और socio-economic areas Census questionnaire का हिस्सा हैं।

क्या Census में Migration की जानकारी भी ली जाएगी?

हाँ। Population Enumeration में migration से संबंधित information भी collect की जाएगी। इससे लोगों के migration pattern और demographic changes को समझने में मदद मिलेगी।

Census में महिलाओं से कौन सी जानकारी पूछी जाएगी?

Population Enumeration में fertility से संबंधित information भी शामिल है। यह information demographic analysis और population trends को समझने के लिए उपयोगी होती है।

Census 2027 में Data Privacy कैसे रहेगी?

Census operations Census Act, 1948 और संबंधित Census Rules के legal framework के तहत किए जाते हैं। Government ने Census data के लिए security infrastructure और designated systems तैयार किए हैं।

Census में दी गई personal information को लेकर confidentiality provisions लागू होते हैं। इसलिए citizens को केवल authorised Census process के माध्यम से information देनी चाहिए।

Census 2027 और 2027 Elections का क्या संबंध है?

Goa, Punjab और Uttarakhand की Assembly terms March 2027 के आसपास समाप्त होती हैं, जबकि Uttar Pradesh की Assembly term May 2027 में समाप्त होती है। इसी कारण इन राज्यों में Census Population Enumeration को सामान्य February 2027 schedule से पहले advance किया गया है।

Census 2027 किसी सरकारी लाभ या योजना के लिए eligibility-based application नहीं है। Census में भारत के households और individuals की जानकारी निर्धारित Census schedule के अनुसार collect की जाएगी।

Census में सामान्य सरकारी योजना की तरह documents जमा करने की आवश्यकता नहीं होती। Enumerator Census questionnaire के अनुसार जानकारी collect करेगा। फिर भी सही जानकारी देने के लिए household के पास अपनी आवश्यक personal details उपलब्ध रखना उपयोगी हो सकता है।

Option 1 – Self-Enumeration

1. Census 2027 के official Self-Enumeration portal पर जाएं।
2. अपना household/location से संबंधित required details दर्ज करें।
3. Population Enumeration questionnaire में मांगी गई जानकारी भरें।
4. Household के सभी applicable members की जानकारी सही तरीके से submit करें।
5. Submission के बाद मिलने वाली Self-Enumeration information/ID को सुरक्षित रखें।
6. Field enumeration के दौरान आवश्यकता पड़ने पर Census Enumerator को संबंधित information उपलब्ध कराएं।

Option 2 – Enumerator के माध्यम से Census

1. निर्धारित Census period के दौरान Census Enumerator आपके household पर आएगा।
2. Enumerator Census questionnaire के अनुसार household और individual information पूछेगा।
3. सभी जानकारी सही और स्पष्ट रूप से दें।
4. Caste, religion, education, occupation, migration और अन्य applicable information questionnaire के अनुसार बताएं।
5. Census process पूरा होने के बाद यदि कोई verification/revisional round लागू हो तो उसमें आवश्यक correction कराया जा सकता है।

• 16 November 2026: UP, Goa, Punjab और Uttarakhand के applicable areas के लिए Self-Enumeration शुरू होगी।
• 30 November 2026: Self-Enumeration की अंतिम तारीख।
• 1 December 2026: चार राज्यों में Population Enumeration यानी जनसंख्या गणना शुरू।
• 4 January 2027: House-to-house Population Enumeration का निर्धारित अंतिम दिन।
• 5 January 2027: Revisional Round शुरू।
• 9 January 2027: Revisional Round समाप्त।
• 5 January 2027, 00:00 hours: इन राज्यों के applicable areas के लिए Census reference date।
